Overlapping Subject Areas on map view cannot be clicked

Now that St John's Church Old and Historic District exists, I cannot click on the Libby Hill Park subject from the map view.

@jpole1 do you have a preference regarding how we structure this interface?

Maybe a toggle that switches the map between "Places" and "Districts"?

Though I think we may have multiple layers of "districts," so maybe it's best to have specific layer names:

• places
• DHR historic districts
• City historic districts(?)

I could also potentially split it out further, like parks vs. buildings etc.

@jacobwhall can you point me to the code where style of this map is encoded? I have some thoughts that I'd like to poke at myself before sending you on a wild goose chase.
