What is the problem the feature request solves?

Part of roadmap: #2921

Describe the potential solution

V3 tables can still use V2-compatible features. This means we can implement phasewise :

• Phase 1 (basic V3 support)
• while more complex features like DV support can be added incrementally in Phases

I already have some work done around v3 spec, let me have initial draft PR ready to enable it and then phasewise enable features :

1. detect table format version and work for new v3 datatypes
2. Deletion Vector Support
3. Row Lineage
4. Parquet Modular Encryption (PME) Support
