Description
The recently ported op-rbuilder crate needs lib.rs cleanup so it has consistent formatting with other crates in the workspace.
A README.md should also be added to the op-rbuilder crate that can be imported as the top-level crate doc string.
The output of this ticket should be a lib.rs file for op-rbuilder that looks like the one in base-bundles
