[chloggen] Generate changelog for components in Collector manifest file #1317

It would be nice to be able to provide a Collector manifest YAML file as input to chloggen so that it generates a changelog based only on the components listed in the manifest file.
Motivation
This would be great to create changelog for a Collector distribution. Both for the upstream ones but also for downstream custom distros.
