Sometimes, due to some special reasons, the some software package cannot be upgraded to the latest version. Expect to add --ignore or --except similar option to all current commands to skip these special software packages.

Goal of this command is to push projects forward. Ignoring is a counter we want to avoid.

If I have a Laravel package and I still want to support Laravel 11, not just Laravel 12

Running vendor/bin/jack breakpoint --ansi -v, laravel/framework and orchestra/testbench will always always break CI check.
