RFE: EL and GCC with LTO - add -fuse-linker-plugin #2049

Subject: Explicitly enable LTO linker plugin on toolchains that do not implicitly enable it
Problem: Observed on RHEL: when LTO is enabled via CFLAGS/LDFLAGS, compilation succeeds but the build fails during the final application link stage with "undefined reference" errors
I'll provide a PR shortly

Add -fuse-linker-plugin to LDFLAGS

Couldn't figure any alternatives but to remove LTO
The rtpengine version you checked that didn't have the feature you are asking for
