the code detecting is_rhel is wrong. it's detecting the operating system of the host, when running inside a container. bigger problem: this appears to be needed for all linux distributions for apache 2.4 compatibility doing some digging, apache 2.2 automatically loaded that module. apache 2.2 hasn't been used for a decade now.
