This PR removes a dependency on twine when publishing to PyPI and replaces it with on on uv and the uv-publish wrapper tool for publishing cmd2 releases to PyPI.

uv-publish will be temporarily needed until uv natively adds support for reading tokens/creds from the ~/.pypirc file.

We will need to put out an actual release to verify this works. But I'll tweak things if required.
