An additional set of routines *NoOffset was added because the sempUbloxGetString implementation was not using the payloadOffset.
Clarifications: * Parser description: Rename parseBufferBytes to minimumParseAreaBytes * sempGetBufferLength: Rename parserBufferBytes to desiredParseAreaSize
